Prosthetic Parity
The fight for prosthetic parity has been a road paved with local successes and future, national battles to be won. Limbs of Love has worked tirelessly alongside the Amputee Coalition of America and amputees nationwide to push lawmakers to require insurance companies to cover prosthetic care on par with other essential medical care.
Hundreds of Texans each year who faced the trauma of limb loss used to also faced additional shock when they discovered that their insurance company would not pay for the prosthetic limb that would enable them to return to an active and productive lifestyle. The solution to this problem was state legislation requiring health insurers to provide adequate coverage for prosthetic care and eliminate any distinctions between prosthetic care and other essential medical care covered by their policies.
In 2009 that legislation became a law in Texas. Limbs of Love recipients journeyed to Austin to tell their stories and help lobby for the measure. Their hard work paid off, Governor Rick Perry signed the Texas bill ensuring fair insurance coverage for artificial limbs and bracing and the measure went into effect on September 1, 2009.
The bill, known as the Prosthetic Parity Act, requires insurers to provide "meaningful coverage" for prosthetic and orthotic devices and care by creating a consistent standard for these benefits. It removes special caps and exemptions placed on prosthetic and orthotic care that made these services cost prohibitive for many individuals.
Right now, only 17 states currently have prosthetic parity legislation, but the vision is much bigger than a handful of states . In 2010, local Congressman Al Green with other industry leaders took the fight to Washington, D.C. to continue the push for a national prosthetic parity measure. The resolution was introduced to the Senate and to the House of Representatives in June of this year and is currently under review.
